- A firm of Advocates which:

- has a valid Permanent Account Number (PAN);
- An Advocate who:
- has a valid Permanent Account Number (PAN);
- A Drawing and Disbursement Officer (DDO) of a Government Department who:
- has a valid Tax Deduction Account Number (TAN)
